Councils

Three councils decide for GOpenCDR under its charter. Tier 0 can set up more, and a retired council keeps a read-only archive.

Registry CouncilRemit for now: new policies and directives.7 seats, all held by Gelhaus Solutions (Tier 0). Elected by the TLD operators, one vote each.
Community CouncilRemit for now: new TLDs.7 seats, all held by Gelhaus Solutions (Tier 0). Elected by everyone who has held a live domain, a mirror or a TLD role for 90 days.
Operators CouncilRemit for now: existing TLDs.1 seat, held by Gelhaus Solutions (Tier 0). One seat per TLD operator, voted by its appointed representative.

How the councils decide

Registry Council: Remit for now: new policies and directives. Elected by the TLD operators, one vote each.
Community Council: Remit for now: new TLDs. Elected by everyone who has held a live domain, a mirror or a TLD role for 90 days.
Operators Council: Remit for now: existing TLDs. One seat per TLD operator, voted by its appointed representative.
Chair: Tier 0 chairs each council until the council elects a chair of its own.
Votes: Every decision is a recorded vote, seat by seat. The quorum is half of the seats able to vote, a motion passes with a majority of the votes cast, and a charter change or the removal of a TLD needs two thirds.
Tier 0: Gelhaus Solutions holds one reserved seat on each council and every seat not yet elected or appointed, votes its seats as one block, and every decision its block carries is flagged. Its veto is never a vote.
